Michael, I apologize that I didn't provide comments saying what changes I had made to the Proposal and the Resolution fields.  I will be careful about that.

I must have misunderstood the procedure.  I thought the idea was to complete the proposal and resolution fields.  I thought that ws the best way to see the final agreed forms extracted out of the commentarry, where it is often difficult to piece together the resolution from the many comments on an issue.

I will do as you ask.

PS; I've found that that JIRA does indeed track everything.  Right below the description field, and before the series of comments, you can use the All and the Change History tabs to have a diffferent view of changes than found under the Comments [only] tab.
