First of all, even if we wanted to change ZTEST to this (unusual) definition, we would need to  change much more than just the summary.

We should note that: 
1) this is not what one would normally expect from the ZTEST function.
2) I am not sure what is meant with a z-statistic computed based on the sample (since the population mean and population std dev is known we really only use the mean of the sample)
3) This is not what Gnumeric calculates
4) This is not what OpenOffice.org 3.1.1 calculates
5) This is not what Excel claims to calculate (I don't know what it really determines.)
