Currently AFAIK no implementation has the NORMDIST parameters optional. Writing existing documents that use GAUSS in terms of NORMDIST would require a conversion from GAUSS(x) to (NORMDIST(x;0;1;1)-0.5)
I see GAUSS as a user convenience function and think we should drop it only if implementations have the NORMDIST parameters optional, otherwise the resulting expression is clumsy.
Regarding LEGACY.NORMSDIST I propose to postpone dropping it for ODF-Next.
