Hi Mary,

Obviously the Chairs receive emails from the list as well, so I considered 
that to be sufficient notification, and changed his status in Kavi on 
receipt of that note.

But voting rights for a ballot are based on voting status at the 
initialization of the ballot, so this had no effect on the then-running 
CD04 ballot.
