Add to Semantics:
If a reference is given it is not dereferenced. If the reference encompasses more than one sheet, the result is the number of the first sheet in the range.


=SHEET(INDIRECT("'Sheet1'.B4")) always returns 1, given that Sheet1 is the first sheet in the document. A reference is not dereferenced to obtain content of a cell.
