Why do we have a essentially non-portable function inside OpenFormula? [The DDE function is non-portable because it depends on availability of external programs (server parameter) and their interpretation of the topic and item parameters. ] Isn't this a prime example for a function that should be stored with an implementation prefix? 

If it has a prefix than an evaluator can at least know whether its interpretaion of the function matches the original interpretation. Having this function simply stored without prefix makes this impossible.
