Assuming that DDE makes it into OpenFormula, we should be more specific with respect to the "server" specification to make sure that there isno conflict in the sense that the same server identification is used for different servers.
The current description seems to indicate that "soffice" has a specific interpretation. While this may be true for OOo's interpretation, that server name could also be used by other evaluators witha differnt interpretation.
"Applications must perform this request on initial load when their security policies permit it." appears to be a normative statement but it clearly is not a "must" since any application is free not to do so (justifying it with security ploicy).
(Separately, those testcases are of course completely wrong siince they assume unspecified behaviour of an evaluator. They do not test anything.)
