ODF 1.2 in particular allows to use algorithms defined by W3C XML Enc Core. Several of the issues specified by the document mentioned in the comment are also defined by W3C Enc Core.

I found AES and Triple-DES for cipher algorithms, and SHA1, SHA256 and SHA512 for hash algorithms. But algorithms that are not mentioned in the W3C Enc Core specification are usable, too. Whether this is sufficient to meet the requirements of Japan or another country can be best decided by agencies of these countries rather than the ODF TC.
