This is simply wrong:

"If X is of type Text, ISNONTEXT returns FALSE, otherwise TRUE. If X is a reference, examines what X references. References to blank cells are NOT considered text, so a reference to a blank cell will return TRUE." 

Note that a cell containing the empty string contains text and so ISNONTEXT returns TRUE.
