OK, then I find 4.12 Constant errors, which tries to not define any errors other than #N/A but has a recommended set of error values. 

I think we need to make a choice. Either we define errors, such as #N/A, we don't define errors but say they are implementation-defined (not our problem), or ... we simply leave the issue of errors alone. Let's don't almost define errors but not quite.
