No, they can't without changing existing user expectations. If you don't have logical types but consider them just differnt numbers =SUM(TRUE(),1) is expected to be a different value then =SUM(FALSE(),1). If you have logical types they could be the same (and are the same in Excel, Gnumeric,....)

and a slew of other functions starting with SUM, AVERAGE,....
