COMPLEX does not accept text values. The example is about IMSUM. It would probably be clearer to say that 
'=IMSUM("3i";4)' produces the same value as '=IMSUM("3i";"4")'
(and the value they produce happens to be the same value as COMPLEX(4,3).
so the number 4 and the text "4" are converted to the same complex number.
