Assigned this and set the fix version target.

1. The statement that this issue is about should be deleted.

2. The language of the section needs to be cleaned up to talk about serial days (the only Number type cases) and not confuse them with the text representation of calendar dates and times.

3. With that change made, we can be clear that time within a day is as a fraction of 1 day.  An hour is 1/24 day, a minute is 1/(24*60) of a day, etc.

4. With regard to the range of dates supported, that needs to be in terms of what the range of allowed serial days is, the date that serial day 1 (or 0) corresponds to -- we need to choose, and what calendar mapping is used to correspond all other allowed serial days to allowed calendar dates.   These are all ambient properties.

5. We can probably define an understood range based on DATE(year, month, day) that establishes the portable case for a Gregorian calendar mapping without much difficulty, and we might do that.
