Yes, an explicit reference would be nice.
Now the ...odf#  namespace is listed in part 1 - 1.5, the ...pkg# in part 3, so eventually one is able to figure it out, but it would help if there's a reference from the chapter discussing the RDF metadata.

What would also be nice is to also have an informal reference to Svante's examples (http://www.oasis-open.org/committees/download.php/34796/09-10-22-ODF-Metadata-Examples.odt)
Not sure if that document is in sync with the latest drafts, but it really helps to understand the concept
(Same with the change tracking examples that were part of ODF 1.1, but not included anymore. I can understand that examples aren't part of the normative specification document, but it would be a shame to just throw them away altogether...)
