Based on our conversation today, I think we need to do two things.

1. ^ and POWER should be defined the same.  (If one accepts complex numbers or can produce a complex result, so should the other).  I don't think we should ever automatically produce a complex result hower.  The user should be completely in control of where Complex Number appears and where it is intended to be used.  (Note that there are cases were POWER of two Number Types could produce a Complex Number result as a surprise.)

2. We need to somehow indicate that we expect Number type results of POWER(x,y) when either x > 0 or when x < 0 and y is an exactly-represented integer.  Any other results are implementation defined and an error condition is appropriate. (However we say that.)  [Note that for large positive y, the result may not be representable for x > 1 (overflow) and may be imprecise or approximated by 0 for x < 1 (underflow).  For large negative y, the reverse situation applies with regard to values of x.]
