Subject: [OASIS Issue Tracker] Created: (OFFICE-2426) 6.3.3 <note:citation>content vs text:label

6.3.3 <note:citation> content vs text:label
-------------------------------------------

                 Key: OFFICE-2426
                 URL: http://tools.oasis-open.org/issues/browse/OFFICE-2426
Project: OASIS Open Document Format for Office Applications (OpenDocument) TC
          Issue Type: Improvement
Affects Versions: ODF 1.2 Part 1 CD 4
            Reporter: Bart Hanssens
            Priority: Minor

6.3.3 The <text:note-citation> element contains a citation, either as a formatted number or a string.
...
The <text:note-citation> element has the following attribute: text:label 19.828.
...
The <text:note-citation> element has text content.

And 19.828 text:label says "The text:label attribute specifies a label for user inserted notes in a document. "

A) What is the difference between the text content of <text:note-citation> and the value of text:label ?

B) If there is no difference, what happens in this case (should the implementation ignore the attribute or the content ?)
<text:note-citation text:label="foo">bar</text:note-citation>
