I thin kthe intention is that the result (under those circumstances) is implementation defined but that implementations have only two choices:
(1) return an error or
(2) return the overlong value as if no Digit parameter was provided. 
So they are restricted to define it as one of those two options. Specifically that may not return  the overlong value trucated to the given number of digits.

We have done something similar in other places.
