For some reason, the URLs in the upload notice are no good.

Fortunately, the internal URL provided with the ballot does work.  It is
<http://www.oasis-open.org/apps/org/workgroup/office/document.php?document_id=36517>.

It's unfortunate that the three versions all have the same file name.  When I downloaded them, I added suffix 0, 1, or 2 to the saved filename, so I could hold onto all three versions and also know which one I am commenting on in JIRA, etc.  (When we have CD01 this will get easier, of course.)
