As described by Søren Roug (OFFICE-2266), it is a requirement that the
namespace URI of the OWL ontologies resolves to the OWL ontology itself.

RDF tools will dereference the namespace URI, using content negotiation to request an OWL ontology that describes the entities declared in the namespace.

Not providing the OWL ontology at the namespace URI will break such tools.
(For an example of such breakage look at OFFICE-2238)

RDF tools will use an HTTP header:
'Accept: application/rdf+xml'

Web browsers will of course not request RDF/XML.

So OASIS can and should provide both RDF/XML and an HTML description of the namespace at the same URL.
