    Proposal: Define hexadecimal numbers as accepting either lower or upper case characters. A-F, a-f, or mixed case  (was: Define hexadecimal numbers as accepting either lower or upper case characters. If BASE should be restricted to using upppercase characters, ok, but let's have a definition that meets the needs of both of these functions. (Need to check on the other conversion functions.))
