thanks for spotting this.
the formulation "without the use of the manifest.rdf file" is probably a relic from the days when it was necessary to create a mapping from xml:id to some URI in the manifest.rdf.

it probably should be reformulated as something like:
"without the use of RDF/XML files."

the text in 4.2.1 goes on to describe RDFa attributes, which is the second point in my list in the comment above.
