Actually this is not necessary in order to use the Dublin Core elements on ODF documents; these Dublin Core properties can simply be used in statements in RDF/XML files. The "foreign elements" section 21.1 only talks about elements in ODF XML files, not RDF/XML files, so the fact that ODF defines some XML elements in the Dublin Core namespace is not a problem here.
