Well, it is more about "<" vs "<="

IMHO, implementations should make a strict distinction between these three values, and if they cannot, then they should stick to "medium"

I don't have strong feelings about it, it just seems a bit odd to define something similar in one place (slow < medium < fast) and not mention it elsewhere.
