According to the discussion in the TC's call on 2010-03-29 I have produced a corresponding proposal.

Patrick, please adjust the wording, if needed, especially for the non-normative reference to "CSS3 Text Module".

Note: I will submit JIRA issues with corresponding improvement proposals for text:text-underline-style and text:text-overline-style.
