Taking this over to investigate.
For the purpose of this function see the example in the draft. Note that in an application the formula in D3 can be copied to the range D3:F6 and due to its absolute/relative reference addressing gets adapted for the row and column replacements as shown. Applications may have an UI interface for this, for example OOoCalc under Data->MultipleOperations.
