There is something frightening here considering formulas that pass between two configurations of the same implementing product having different locale settings.

For constants in formulas, it would seem that locale-neutral forms are very desirable, regardless of what the rules are for presenting the values when hosted in cells of the application, entered into cells, etc.  Likewise, it seems very desirable to me that the adjustments for locale be outside of the evaluator and be part of the transient integration behavior between the evaluator and the hosting implementation.  (This is an abstract condition - the behavior of evaluations should be as if there is a separation.)

I think the allowance of variant date forms and ones that are indistinguishable from Numbers (not in this particular example) and are ambiguous as other things (e.g., YYYY-MM-DD versus MM-DD-YYYY and DD-MM-YYYY, whatever is used for the separator) completely defeats interoperability here, unless we can find a locale-neutral formula structure that cleanly separates OpenFormula from locale considerations.
