Dennis: In part 1, we have conformance and extended conformance. Extended conforming document may contain extensions not defined by the ODF specification. We mirror this in part 3: conforming packages must not contain extensions (to the package structure). Extended conforming package may include extensions. They further may (if we agree in OFFICE-2532) use additional compression algorithms.

If you argue that someone who wants to extend packages by writing their own specification, then this applies to extended documents part 1, too. But: Having extended conformance was a decision by the TC. We should not question this now that we had already a public review.

Regarding the resolution: The extended package conforming references the wrong clauses. I believed that this was part of the confusion. In any case, that had to be corrected.
