FYI:
The visually duplicated bibliographies in the draft actually are a feature..
One is named NormativeReferences and the other NonNormativeReferences. Entries that are non-normative have "informative" in the user5 field.
The XSLT style sheet used to generate CDs strips all "informative" entries from NormativeReferences and all non-"informative" entries from NonNormativeReferences.
