Yes, the note is somehow redundant and is also confusing. It shall be removed.

In my opinion it is out of scope of the ODF specification to specify how an application determines the last used database and database table. As the ODF specification also does not define how an application determines the current date or the current time.
The attributes of <text:database-name> contain the last used database and last used database table in a machine-readable format - the same as we have the corresponding attributes for the <text:date> and <text:time>.
