Came back to this one a different way. ;-)

16.1(2) doesn't require the use of styles, although that is the mechanism used in ODF. 

If the re-write is more fundamental I would suggest:

1) Format information is separated from document content

2) Styles enable consistent formatting and changing of formatting for objects subject to styles.

Both of which strike me as legitimate reasons to have styles carrying the formatting.
