As far as I can tell, the "reference frame" is the one that establishes where the view box is actually located and what its dimensions are mapped to (hence making them absolute when the reference frame is situated absolutely).

However, I cannot find where the bounding box is anything specified as part of <draw-area-polygon>. 

With regard to your question about 19.208, I believe it is the svg:viewBox that determines the coordinate system in which the other coordinates are taken as referenced to (note that they appear absolute relative to the viewBox, but that is not the same as absolute relative to some absolutely fixed-location and coordinate scales on the page.

The only other clues I could find are in 10.4.13.1 and 10.4.13.2 where presumably it is the <draw:frame> that the image map lies over and is scaled to.  Whther that is what is meant by the bounding box or not, it seems to be a secret.

It would appear this will take some work to disambiguate and connect all the dots (puns included).
