Hmm, doesn't make much sense IMHO.

Without looking to the schema, I would assume that "data type of the element" would be about the content of the element (<form:number>1.34</form:number>)
Not sure if that is actually allowed, and if it is, it should only be an optional string representation of what really matters, i.e. the attribute values of form:value and/or form:current-value... and those attributes already have a data type.

So I suggest to just drop this in 13.5.7 and pay some attention to "19.264 form:current-value" and "19.318 form:value" (they are a bit out of sync: 19.264 only mentions the data type for form:number while 19.318 also mentions data types for form:date and form:time)
