Near the end of the CONVERT function there is a disambiguating rule: "In the case where there is a naming conflict (a unit name with a prefix is the same as an unprefixed name), the unprefixed name shall take precedence." Since "pc"="parsec" is unprefixed, that interpretation takes precedence over the "pc"="pico-calorie" interpretation. We know of at least implementation (OpenOffice.org) that is using "pc" for "parsec", and since we usually prefer "what implementations actually do", that's a reason to prefer that implementation. I think that "picocalorie" is a rather unusual unit anyway; most people will use Joules at that point. Note that the specification is specifically written so that implementations do *NOT* need to figure out if they're given Area, Volume, etc.; for a given string, there should be one and only one possible interpretation.
