Yes, I agree with your reading.

OpenFormula does not define a comma operator, so there is no ambiguity.
OpenFormula does not define any expression syntax that uses unbalanced parentheses.

If an implementation used another namespace than it would have to take care of these things and provide means to solve ambiguities.
