But as Dennis later points out, we aren't really consistent.

I suspect this will require a paragraph of explanation in section 1.2, 
with other paragraphs on cover implementation-dependent and 
implementation-defined.

Not a lot of coverage but just to point out how you have to hold you 
mouth when saying some of the provisions. ;-)

(It amazes me that markup as done as well as it has considering the 
atrocities against good design, the English language, and commonsense 
that have been committed in its name. If nothing else I take it that if 
markup is robust enough to survive our "help," then it must really be 
worthwhile.)
