While it seems to be just a small change to the schema, allowing <office:annotation> in additional elements adds new features to ODF. But the ODF TC has some time ago decided to not add any new features to ODF 1.2 (except maybe features that they are related to security issues). I think it is important that the TC stays with the decisions it made, in particular since we are already in a public review phase. In this phase, we should limit changes to the specification to things that are really essential, or are really issues.
