The problem is that in ODF 1.1, it is true that the text says "<table:cell-address> element" but there is no such element in the schema for <chart:title>. I think we should follow what the 1.0/1.1 schema says, since there has been no Errata change to this for 1.0 and there is no introduction of <table:cell-address> in <chart:title> in 1.2. There is only the table:cell-range defined as an attribute of <chart:title> with cellAddress datatype in the schema. So the ODF 1.1 text is incorrect in two different ways. (There are table:cell-address attributes and a <table:cell-address> element in ODF 1.1, if I read that correctly, but they are only used in conjunction with <table:change-track-cell-address> and such. Finally, the statement about default is certainly incorrect, since both the attribute and the <text:p> are optional.
