The mention of <table:cell-address> *element* is contradictory, as you note.   No such element child is provided in the schema.

There is a <table:cell-address> element in ODF, but the schema here does not allow for it.  There is also a table:cell-address attribute used elsewhere.  They are both specific to change-tracking in spreadsheet documents only.

So the question is, which is it to be?  That leaves us with the interesting question of what is it that has been implemented?

The current rule for disambiguation is that the schema rules them all, but that rule was not in place when ODF 1.0/1.1 were created.

I think we should see how this is resolved for ODF 1.2 before we conclude what the correct answer is for ODF 1.0/1.1 and whether it can be corrected by Errata (perhaps not?).
