This is not quite correct. In fact it states how many consecutive data-points have the same style. And chart:repeated can be any non-negative integer, so if it si one it would not be true that "more than one consecutive data-point has the same style". It doesn't seem to make any sense to me to allow the value 0. There should not be any chart:data-point element if there is no data point at all.
