I don't mean to complain but what is unclear about section 5.4.1 of the current draft and its language with regard to DDE links? You comment makes it sound as though DDE links and sections were wholly omitted from the current draft, which is not the case. 

Your comment is useful because it draws attention to ODF 1.1 saying: "If sections are linked via DDE, their linking information is represented by <office:dde-source> elements." Which implies that intra-document sections can be linked via DDE, whereas the current language in ODF 1.2 rather explicitly uses DDE for external data sources. (Sections are wholly described in terms of external content.)

That may or may not be a valid issue for ODF 1.2 but specifics and not generalities are more helpful.
