I agree, it is generally not possible to use DDE to access sections of the same document.  DDE accesses an application that is running outside of the consumer/producer and that is connected as a data-source using the DDE protocol.  It might be very painful/frustrating for an ODF processor to hang waiting on itself to supply the data from a DDE request to itself.

I think the wording in 5.4.1 is simply off.  I read it as saying "If sections obtain their markup via DDE, the linking information is provided in <office:dde-source> elements."

However, <text:section-source> can also find external resources, it is just done by linking rather than a Dynamic Data Exchange (DDE) arrangement.

It is certainly admissable for the link to refer to a fragment in the XML document and also to refer to a separate package file that provides some sort of markup to be used as the body of the <text:section>.  I don't know what it means for a <text:section-source> to identify a different <text:section> as its source by relative link using the <text:section>s xml:id as a fragment name.   I'd be very curious if they cross-referenced each other in that way.
