Not quite. The difference between automatic and named styles has primarily to do with how they are shown in the ui (and, secondarily, where they are stored). Automatic styles also have names and are stored separate from the  content.

I believe that it was an intentional design decision in ODF to store styles separate from content. Di Hua Zhang appears to look for a way to store stylre information with the content.

I agree that it is at times annoying to have to write the (automatic) styles well before the content inside content.xml. It would be nice if all automatic styles could be saved in styles.xml, but the ODF 1.1 and the current ODF 1.2 draft states that styles.xml contains only the automatic styles used by the named styles. Other automatic styles are contained in content.xml. If that were possible, one could write styles.xml and content.xml simultaneously and write the automatic styles inside styles.xml as one determines to need them by items being written into content.xml.
