According to the draft svg:viewBox is described by [SVG]. 7.7 of [SVG] says that "The value of the viewBox attribute is a list of four numbers <min-x>, <min-y>, <width> and <height>, separated by whitespace and/or a comma, which specify a rectangle in user space which should be mapped to the bounds of the viewport established by the given element".

So svg:viewBox specifies a rectangle and we need to have a corresponding viewport. A marker does not have its own viewport, except if we (as in [SVG] have markerWidth and markerHeight attributes.

The way I understand it is that viewBox describes the coordinate system in which th epath for the marker is given. This path is then appropriately scaled to whatever size of marker we need, The only way to know which size we need is to be given a markerWidth and markerHeight.
