We should consider changes only where our text is factually incorrect. But with the realization that the description of lay-out in the W3C note, http://www.w3.org/TR/jlreq/, describes an implementation-dependent set of choices. The terms "usually," "if at all possible," and references back to JIS X 4051 "for the details," are all indications that the W3C note is insufficient guidance on this issue.

We should invite the Japanese national body or any other interested observers to submit an interoperable layout specification as that is beyond the expertise of the committee. 

My personal suspicion is that Japanese typography applications reach common but ultimately implementation-dependent conclusions about Kihon-hanmen layout.

I think there is a great deal of improvement that could be made for handling CJK texts and that the W3C note is a good starting place but expert advice from typographical experts in the area is going to be necessary for us to make those improvements.
