I don't see why we would need (or even should) refer to IEEE754 or IEEE854. There should be nothing in OpenFormula that requires any specific representation.

Since we have the ISOWEEKNUM function which refers to ISO8601 we should surely include a reference to it.

Similarly the EUROCONVERT function refers to ISO4217 and we should include a reference.
