In order to have it at hand here is the current specification text for this attribute:

The text:style-override attribute specifies an override to the list style to be applied to a list item.

From my point of view this text states everything needed for this attribute:
This attribute is used to apply another list style to the list item - it overrides the list style which in general is applied to the list item.
In general the list style given at the <text:list> element is applied to its list items. This attribute can be used to have an exception from this rule.
