Andreas points out that OFFICE-3434 is related to this.  I confess I overlooked this one, thinking it was about a different but related matter.

I agree with Error being an alternative for the entire reference, as in [#REF!].  There is no reason to say which error though.

It would be useful to have some prose in the description of Reference syntax for why consumers and evaluators need to be prepared for this.

My understanding is something like this,
