Andreas points out that OFFICE-3434 is related to this.  I confess I overlooked this one, thinking it was about a different but related matter.

I agree with Error being an alternative for the entire reference, as in [#REF!].  There is no reason to say which error though.

It would be useful to have some prose in the description of Reference syntax for why consumers and evaluators need to be prepared for this.

My understanding is something like this,

[Note: The Error case provides information that an evaluator might employ to support user-determination that a formula evaluates to an Error because of a particular reference having been invalidated by actions that occured after the formula was validly created.  For example,  Errors in OpenFormula References can occur when manipulation of a document invalidates structure on which the reference originally depended, even though the reference-containing formula is not being manipulated directly.  In case the producer detects but has no automatic means to repair the effected reference and it is inappropriate to prevent the formula-containing document from being produced, the producer can substitute an Error Reference for the invalidated reference.]
