It seems that it is the intention to construct the B-splines by just knowing the control points (the data points) and the chart:spline-order. (The chart:spline-resolution should be used in the approximation of the constructed spline by straight line segments as in the cubic spline case.)
That information is really not enough unless we are also specifying what special kind of knot vector we want to use. 

I suspect that the chart:spline-order is really the degree of the B-spline (no polynomials involved!) and we are specifically requesting uniform B-splines.
