If I knew th coordinate system of the chart:chart element, this would be clear. But I don't think we have defined a coordinate system there. So this is not complete. Also note that svg:y itself has the data-type "coordinate" so it is by itself a "tuple of numeric values". So syg:y would have some value such as (24,20). The same for svg:x. So there are 4 (or more) numbers involved. If svg:x and svg:y were distances one could consider them distances of the top left coner of teh lement from the top-left corner of the chart:chart element, but that is not the case. So I don't think this fixes it.
