My concern is that there is still not enough information to implement this feature from what is provided in the specification alone.

Because of the length of the commentary and analysis here, I am opening a new issue about what needs to be known about deletion and insertion for a consumer to be able to accept and reject changes without getting too far into the gnarly details of any particular implementation.

I think the idea is to find some minimum basic cases for the existing <text:tracked-changes> and related change-mark occurrences that are interoperably understandable without broadening anything.  I don't know what that would be, but I have a proposal on what might be the useful questions to be sure to have answered.

I'll link to that JIRA issue when it is available.
